Joseph Delia, Lieutenant
Joe is a Detective Captain and 23 year veteran with the Maryland Heights Police Department. He is currently assigned as the Commander of the Bureau of Investigation. Joe has extensive investigative experience in a wide variety of cases including: narcotics, vice, money laundering and homicides. For over ten years, he served as a “Task Force Agent,” assigned to DEA and IRS-CID task forces. He also is a past supervisor for the St. Louis Major Case Squad, which is a multi-agency metropolitan homicide investigation unit.
Joe has received national recognition for directing an investigation of a nation-wide child prostitution organization known as the “Evans Family.” The Department of Justice identified the “Evans Case” as the largest child prostitution case in U.S. history. In recognition of his efforts, Joe was awarded the national “Top Cop”award, the U.S. Attorney General’s Director Award for Distinguished Service, and honored by the Missouri Legislature. Joe is also the past recipient of the Medal of Valor, and has received commendations for his investigative expertise from other agencies including: the FBI, DEA, and the U.S. Attorney’s Office.
Joe is an experienced instructor and has taught law enforcement classes to officers representing departments, located throughout the United States and Canada. As a Director of LEIA, he has participated in developing training programs in partnership with various agencies/organizations such as: Dallas Police Department, Las Vegas Metro Police Department, Chicago Crime Commission, Loyola University, St. Louis University, and the FBI.
Joe is considered and expert in criminal interrogation, particularly with respect to techniques to obtain legally admissible “confessions.” Law enforcement agencies have consulted with Joe regarding interrogation techniques and requested his assistance. He received notable acclaim for assisting the Major Case Squad in a case involving a teenage girl that had been raped and beheaded on a college campus. While the efforts of other investigators were unsuccessful, Joe was able to obtain a full confession from the killer, resulting in a sentence of life without the possibility of parole.
